What the Law Requires 

Qatar's mandatory health insurance framework is governed by Law No. 22 of 2021, enforced from May 2022.

Additionally, employers who attempt to pass the insurance premium onto their workers face fines of up to QAR 30,000 per affected employee.

Coverage is typically restricted to Qatar, meaning employees who travel, are repatriated for treatment, or relocate mid-contract are not covered. Benefit structures tend to be less flexible, and the breadth of outpatient, mental health, and specialist cover available is often narrower than what internationally mobile professionals expect.

International group health plans, offered by global insurers who hold MoPH approval or operate through locally authorised partners, provide coverage that travels with the employee.
